The Azure Coalition is a confederation of city-states, combining forces for currency, military, and several other centralized systems.
The Azure Coalition is riddled with politics, stemming from the parliament of city-state representatives constantly fighting to ensure the coalition's decisions benefit their individual state. Oligarchical local governments engage in what is called the Game of Houses with families of wealth, always competing for the advantage. In the lower castes, the competition is just as prevalent, but pertaining to the everyday lives of the people. Across the board, information is power and there is an ulterior motive to every action.
Local governments have a lot of say in how they manage their city-states, and supply their own police force. However, the city-states interact in many ways, and trade flowing more from one city to another is not a major issue, as the local governments work together in the name of the coalition. Yes, extra wealth is always nice and to be competed for, but when a large portion of wealth goes towards coalition-wide resource management and the unified military, there is far less on the line.
Many aspects of culture have built up around the Game of Houses. Fashion is one such field, where flowing folds of clothing developed to hide involuntary ticks and reveals. In social interactions, many things that might be rude or irrelevant elsewhere are a sign of weakness here. Eye-contact, title use, and even standing positions all have meaning, and when you give an inch, you give a mile.
